Angesiedelt ist „Blood Drive“ an der Schwelle zur Apokalypse in Los Angeles, wo Wasser seltener als Öl ist und der Klimawandel „kühle“ Temperaturen von 46 Grad Celsius im Schatten mit sich brachte. Es ist ein Ort, wo Kriminalität sich ungezügelt ausbreitet, so dass nur die brutalsten Verbrechen geahndet werden. Sogar Arthur Bailey (Alan Ritchson), der letzte gute Cop weit und breit, wird in ein blutiges Rennen quer durch das Land hineingezogen, welches mit durch menschliches Blut betriebene Fahrzeuge bestritten wird. Dabei macht er die Bekanntschaft der gefährlichen Grace (Christina Ochoa), die Menschen lediglich als Treibstoff betrachtet. Der Veranstalter des brutalen Untergrundrennens ist Slick (Colin Cunningham), die übelste Kreatur, die man je gesehen hat.
