Die Ermittler des Naval Criminal Investigative Service (NCIS) treten immer dann auf die Bühne, wenn Mitglieder der U.S. Navy oder des U.S. Marine Corps in Verbrechen verwickelt sind. Chef des Ermittlungsteams ist Special Agent Leroy Jethro Gibbs (Mark Harmon), der zunächst Unterstützung von Tony DiNozzo (Michael Weatherly) und Kate Todd (Sasha Alexander). Ebenfalls im Team sind die Forensiker Abby Sciuto (Pauley Perrette) und der Gerichtsmediziner Donald „Ducky“ Mallard (David McCallum). Gemeinsam mit dem jungen Agenten Timothy McGee (Sean Murray), der im Laufe der ersten Staffel zu der Truppe stößt, gilt es, Morde und andere Straftaten aufzuklären.
